Congressional Testimony
As part of the annual budget process, the Senate and House appropriations committees and/or subcommittees hold public hearings to discuss the President’s proposed budget. The NIH Director as well as select Institute and Center (IC) directors participate in person at these hearings and discuss the accomplishments and opportunities that justify the proposed NIH budget. As part of that congressional testimony, NIH and IC Directors read a short opening statement. NIH IC Directors who do not attend the hearing in person are usually requested to submit congressional testimony in the form of a written opening statement.
